Serious Fraud Office releases new Statement of Intent 2026-2030

The Serious Fraud Office (SFO) has released its Statement of Intent 2026-2030 (SOI), setting out its strategic direction for the next four years.

SFO Director and Chief Executive Karen Chang says the document builds on a strong and effective strategic foundation.

“The SFO is not designed for volume, but for impact. Our work goes well beyond individual cases and plays a critical role in protecting New Zealand’s economic and financial wellbeing.

“As serious fraud and corruption become more sophisticated, complex and digitally enabled, the SFO’s impact has never mattered more – in not just responding to harm, but getting ahead of the threats that can undermine trust at scale.

The SOI reflects the enduring relevance of the SFO’s existing priorities, including:

  • Targeting cases with the greatest potential impact
  • Lifting counter‑fraud culture and capability across the public sector
  • Strengthening stakeholder relationships

It also introduces a stronger, more intentional focus on technology. The new priority recognises technology’s growing role in both how fraud is committed and how it is detected and prosecuted, as well as the potential efficiency gains it offers.
